Domestic economic science from 70th of past century spared basic attention the study of theory and development of practical recommendations, touching regional reproduction and management resources. At the same time many questions of intensification of the use of potential of development of municipal educations, developments of viable models of the effective use of local resources remain not enough studied and debatable in science and topical — in practical activity. In their number:

• efficiency of management socio-economic potential is in regions;

• correlation of local, regional and federal interests;

• forming of local and regional markets and their infrastructure;

• investment policy;

• property at the different forms of propert management;

• increase of efficiency of the use of local resources;

• intensification of the use of resources and other problems.

In respect of questions of working off the method of estimation of influence of specific of territorial organization and developed of socio-economic potential on the consisting of municipal educations and regions, making of innovative approaches of management economic development of objective external and internal factors an account, then they today remain at the level of discussions.

To the number the most substantial reasons, rendering noticeable influence on the rates of transition of Russia to the market relations, all motion of socio-economic transformations to the country, the obvious underestimation of territorial (regional) factor rushes about. The process of decentralization of state administration goes slowly, quite often meeting resistance of center. At the same time, getting considerable plenary powers, the row of regions (subjects of Federation) becomes on the way of separatism, violations of constitutional bases of political integrity of the state. Facts are not uncommon, when the Federations accepted subjects legislative acts conflicted with Constitution of Russian Federation.

Exceptional importance of the indeed scientific providing of radical market transformations, creations (maintainances) of single market space in combination with forming of regional markets, with development of local self-government defined the sharp necessity of more deep study of questions of increase of efficiency of activity of public and local self-government authorities in the field of regional management.

In this course coming us to study two main problem of regional development:

1. forming and functioning of socio-economic complex of region;

2. a regional management (political, economic, social, ecological) is in new terms.
