He did a substantial step forward as compared to Y. Tyunenom и В. Launkhardtom, entering in a theoretical analysis the new factors of placing of production in addition to transport costs and setting the more general optimization problem: minimization of general costs of production, rather than just transport.

A. Veber created the detailed classification of factors of placing on their influence, degree of community and displays. He names an economic value "which comes to light for economic activity depending on a place the factor of placing, where this activity is carried out. This benefit consists in reduction of costs on a production and sale of certain industrial product and means, consequently, possibility to make this product in one some place by less costs, than elsewhere". As a result of screening-out of elements of production costs, not depending on a location, A. Veber abandons three factor: costs on raw materials, costs on labour force and transport costs. However first from them — prices on in-use materials — it is possible, as Veber considers, to express in distinctions of transport costs, excluding from an independent analysis. All other terms, including placing of enterprise, he examines as some "incorporated sintering force", or third factors. Thus, three factor is analysed in final analysis: transport, labour force and agglomeration.

A further analysis is conducted consistently on three factors. Three basic orientation is accordingly selected in placing: transport, working and sintering.

Transport orientation. In obedience to Veberu, the size of transport costs depends on weight of the transported loads and distance of transportation. Under influence of transport costs an industrial enterprise will be attracted to the that point in which taking into account the site of consumer center and sources of raw material transport costs are minimum. This point is transport (transport point). For his finding the gravimetric triangle of V. Launkhardta is used. Thus an important role is played by two index: financial index and weight.

For example, for the production of 100 т product 300 т of one material and 200 т is required other. Then a financial index will be equal (300 + 200) : 100 = 5. Shtandortnyy weight will be 300 + 200 + 100 = 600 (т), or 6 in a count on 1т of the prepared product, I.e. weight is equal to the financial index plus unit. There are productions at which financial index less unit. Coming from correlation of the indicated indexes easily to set that productions with a high financial index gravitate to the points of production of raw material of materials, and productions with a small index Ї to the center of consumption.

Working orientation. Further, taking into account distinctions in costs on labour force (workings costs), a working point is determined, I.e. point with the least workings costs. A working point will attract a production to itself, as a result a production will either remain in a transport point or will move in a working point. Such moving can happen then, when an economy on workings costs in this point recovers an overrun in transport expenses from moving of production.

For determination of industrial taking into account joint influence of factors of transport costs and labour force of A. Veber comes running to the constructions of so-called (isodapane), sense of which consists in the following. The increases of transport expenses, productions conditioned moving from a transport point in worker, are increased with a delete from a transport point, thus more or less evenly in any direction of delete. Therefore in every direction there must be points for which increases of transport expenses (or costs of rejection) will be identical. Lines, connecting these points of identical costs of rejection, and is named.
